Q: When a card ability allows me to resolve an ability “without paying its cost” such as on Hand-Eye Coordination does it allow me to avoid paying all costs? A: If instructed to resolve an ability “without paying its cost,” the investigator ignores only the first in the ability cost, if any. For each additional beyond the first, the investigator must spend an action to activate that ability. The investigator must also pay any other costs required for the ability. (FAQ 2.3, October 2024)

While this card wasn't part of my initial "upgrade plan" for my Zoey deck, I like it a lot to get a Fast shot with her .45 Thompson (3) which also pays for this card. Guardians don't get a whole lot of additional actions, so it's nice to see them for the things they want to do anyway (i.e. murdering stuff)!
It's a lil' bit costly way to gain a specific type of action once per game, because this card does only that. Have a look at the Shortcut. You gain the same amount of value from those two cards, but Shortcut is 0xp 0 resource and can be used on any player creating opportunity for some wild shenanigans. On the other "Hand" -Eye Coordination special effect could be sth like avoiding attacks of opportunity. Sometimes. In very rare and strange occasions it might be a thing you need. So as long as you have access to pool whenever you start to think about this card, just remember Shortcut. In fact guardians have more much nicer action compression cards like Safeguard, Ever Vigilant, Geared Up or even Galvanize, so if you find use for Galvanize and you don't care for its exhaustion effect and it's possibility to play events than maybe it's a card for you.
This is a confusing card in my opinion. Does it save you the ammo cost shown after the action arrow? "You must still pay any additional costs on that ability, which can include spending additional actions." The text should refund you an action if it saves just the action. Instead everyone's in here confused about whether it saves you ammo beside the action arrow, or not.
