Alright, hereit goes, my first write up in a long time! This is a deck I made for a 4 player campaign with Mark Harrigan, Ursula Downs, and Rita Young.

I wanted to make a Jenny deck with Charles Ross, Esq. as one of the focal points allowing me to pay for some of my teammates big cards like .45 Thompson. As I started shuffling pieces around I came up with this deck and I can't wait to play it. It wound up becoming a restless deck. The only time I should have to touch the chaos back is during the mythos phase and even then I've got some tricks.

First, the resource cards. I went with cards like Investments, Emergency Cache and a single copy of Lone Wolf to try to compliment Jenny's investigator ability.

Next are the allies. Charles Ross, Esq. is one of the focal points of the deck so I went with 2 of him and 2 copies of Leo De Luca because why not? To help get whichever one I need out at a particular time I included 2 copies of Calling in Favors.

Now for all of my crazy events. First is my evasion tech. 2 copies each of Elusive, Think on Your Feet and Decoy allow me to move around freely when an anemy spawns in my area and Mark Harrigan isn't there to either kill it or use "Let me handle this!" or Heroic Rescue or even my own copies of "You handle this one!".

I've got some good damage tech too. 2 copies each of Small Favor, Coup de Grâce and Sneak Attack which I should always be able to get off with my evasion tech and our evade heavy Rita Young player.

Last is my clue tech. 2 copies each of Scene of the Crime and Intel Report will allow me to suck up some of those really difficult clues quickly to allow our Ursula Downs player to easily grab the rest.

With all of these events, I opted for a single copy of Quantum Flux to allow me to do it all over again!

Please let me know what you guys think and what I could/should do to improve it. We are going to be playing on standard difficulty running through Dunwich. We just cleared it with 2 characters Roland Banks and Daisy Walker but want to check how it all balances out with 4 players.

I know you are trying to go test-less, but seeing how event heavy you are, Crystallizer of Dreams might be good to fit in. It would make your events pull double duty as the event itself and as a skill card for when you need to eventually do a test. Contraband is also a good thought. You would be able to double ammo or supplies on your cards or on your allies cards. Upgrade it and it is even better!
